Preheat the oven at 350 degrees F (400 degrees F if stuffing peppers).
Mix the above ingredients in a large bowl.
For the Loaf version transfer mixture to loaf pan and bake for one hour at 350 degrees F. Then turn onto a baking sheet, spread topping on the meatloaf and return to oven for additional 15 minutes.
For the stuffed pepper version, cut top off bell peppers and spoon mixture into bell peppers filling until heaping. Stand them up on a baking sheet and cook at 400 degrees F for 45 minutes. Remove from the oven and add topping. Return stuffed peppers to the oven for an additional 15 minutes.
